Sub: – Remuneration to be paid to the Gramin Dak
Sevaks, engaged as substitutes in Short term vacancies
of postmen/Mail Guards and MTS –reg.
Ref: - Dte (p) letter

It is brought to our notice that the remuneration is being drawn and paid to
the Gramin Dak Sevaks engaged as departmental paid substitutes in short term
vacancies of postmen/mail guards and MTS, as per the DTE OM No: 1-20/2008-PCC
dated 27-03-2009, as recommended in the 6thCPC minimum pay band of
the post plus Grade pay concerned i.e. Postman Rs.5200/- + GP Rs.2000/- and MTS
Rs.5200/- + GP Rs.1800/-, as define in CCS revised pay rules 2008 plus
admissible DA thereon only( excluding HRA and TPA )instead of minimum pay in
the pay matrix of 7th CPC (R.P) rules 2016.
As per the 7th CPC revised pay
rules 2016 the minimum pay for the existing pay band (5200-20200) was fixed as
Rs.18000/- (MTS) and Rs.21700/- (Postman) by multiplying 2.57 factor w.e.f 01-01-2016.
It is therefore requested to kindly cause
necessary action in this regard so that to revive the remuneration of Gramin
Dak Sevaks engaged as departmental substitutes on par with the minimum pay of
the MTS and Postman. i.e. on the basis of
pay matrix table Postman as Rs.21700/- + DA and MTS Rs.18000/- + DA
w.e.f 01-01-2016, which has since been revised vide DTE OM No.7-2/2016 dated
27-07-2016.
It is also requested cause to issue suitable
orders to all the SSPOs/SPOs in A.P. Circle for payment of revised remuneration to the
Gramin Dak Sevaks worked as Departmental substitutes in the place of
Postman/MTS in short term vacancies.
