e-IPO for seeking information under RTI

ALLAHABAD: To make filing of application for seeking information under theRight To Information Act-2005 hassle free and easier, the department of posts has launched an electronic Indian Postal Order (e-IPO). The scheme will facilitate citizens pay online fee for filing of application to seek information from various government departments. Earlier the department had launched the e-IPO facility for Indian citizens working across the globe. Providing information about this Director Postal Services, Allahabad region, Krishna Kumar Yadav said, "E-IPO is a facility to purchase an Indian postal order electronically for paying RTI fee on-line." He further said, after paying the fee on-line one just need to annex the print-out of the receipt to the RTI application. The service has been launched by the department in cooperation with National Informatics Centre (NIC) and the Department of Personnel and Training (DoPT). He added, under this service, the applicant needs to register at e-Post Office portal of India Post www.epostoffice.gov.in or through India Post web site www.indiapost.gov.in to create profile for first time. Both debit and credit cards of any banks can be accepted for the fee.

Now, apply for passports from post offices

Come July, the city’s residents can apply for passports online from post offices. The Department of Posts, in association with the Regional Passport Office, Chennai, is working out modalities to help customers register passport applications online and is identifying post offices to offer the facility.
Officials of the department said customers could get a printout of the application from the postal employees. Once the applicants submit filled-in forms, the staff will upload the data online. “It is better for applicants to bring necessary documents such as proof of age and residential address. The employees have also been trained to assist applicants in filling up the forms,” said an official.
Once registered, customers would be provided acknowledgment receipt generated with appointment date for personal interview at the Passport Seva Kendras.
Initially, the service will be launched in 25 post offices in the Chennai City Region (CCR), including some in Vellore and Puducherry.
Of this, a minimum of 10 post offices in Chennai will be identified and the service will be extended to more offices depending on the patronage. Applicants will have to pay Rs.100 for the online service.
At present, customers have the option of paying the fee through internet or State Bank of India. Mervin Alexander, Postmaster General, CCR, said: “We are also working out modalities for using our e-payment service for paying passport fee. However, the employees will not be involved in verification of the documents of applicants.”
The department is also seeking a unique user name ID to facilitate its employees to register multiple applications.

DoPT may soon write to all departments to incentivise efficient workers

NEW DELHI: With the Narendra Modi regime pitching for corporate work-culture in government departments, the department of personnel and training (DoPT) may soon write to all Central ministries and departments to incentivise efficient workers by naming their respective best employee of the month, organizing "off-site retreats" for the st

Though the incentive plan is alreaaff and facilitating their direct interface with the departmental head from time to time.dy under implementation in the DoPT, most other ministries and departments are yet to take a cue and introduce similar norms to motivate their staff by rewarding the efficient among them.

The DoPT, as part of the initiative, confers the title of "employee of the month" to the highest achiever, decided by a committee of joint secretaries of the department. The employee of the month is rewarded a certificate of excellence by the minister concerned. Also, "off-sites" or " DoPT retreats" are organised from time to time to discuss ideas and suggestion in a new and relaxed environment. Suggestions from employees, irrespective of their seniority, are encouraged through placement of suggestion boxes at vantage points across the DoPT office.

Besides, the personnel secretary has been meeting deputy secretary and director-level officers one-one-one, taking their inputs and suggestions on better functioning of the department.

"This incentive scheme for motivation of staff amounts is nothing but a stepping stone to corporatization of the government," a senior DoPT official said adding that the department may now write to other ministries/departments afresh to introduce similar incentives.

Meanwhile, the DoPT also plans to implement competency-based human resource management for the higher and middle level official is in Central government departments. A pilot project is already underway in the DoPT, which has mapped the required attributes for most departmental posts and is in the process of matching them with the knowledge, skills, ethics and attitude of the incumbents. Any gaps will be analysed and filled through refresher training.

"Until now, the bureaucrats were selected for a post based merely on their service records. Now, under the competency-based HR management, the attributes of each senior post in government departments will be mapped and selection will be based on who matches these attributes best," a DoPT official said adding that the new system may be introduced as soon as the DoPT pilot project is complete.

A delegation of NFPE headed by Secretary General Com.Krishnan along with the General Secretaries of all wings appeared in the Office of the Pay Commission at the call of the Chairman, in Janpath Hotel, New Delhi at 10.30am on 29-05-2014 and met the 7th CPC Chairman, Honourable Justice Mr.A.K.Mathur and his Members in full quorum. The interactive session / meeting lasted for one and half hours. 

Various points regarding the revision of wqges and service conditions of Postal ;employees and functioning of the Department of Posts were discussed which are summarized as follows :

1) Role and Functioning of the Department of Posts towards the people of India.
2) Various staffing pattern of our Department and huge reduction of Staff strength due to unjustified abolition of posts.
3) GDS who run 1,29,000 Post Offices – a factual account and their sufferings. NFPE urges for bringning the GDS within the ambit of 7th CPC.
4) Duties and responsibilities of various cadres of staff of the Department of Posts including Postal Assisatants, Sorting Assistants, PA(CO), PA(SBCO), Postal Accounts Staff, Postmen, Mail Guard, MTS and Civilwing Staff.
5) Justification for upgradation of their pay scales.
6) Improvement in the promotional avenues of postal staff of different categories with a special emphasis on the Grade Pay for MTS, Gr.C employees (Rs.1800/- to 1900/- & Rs.1900/- to 2,000/- i.e., only a paltry amount of Rs.100/- in every 10 years)
7) Postman duty and their poor promotional avenues.
8) Specialties of the Assistants and Supervisors and their poor promotional avenues and many other issues.

The concept of Pay Band and Grade Pay, whether beneficial and the principle of determination of minimum pay was also discussed.

Regarding merger of DA and Interim Relief , the Chairman made it clear that unless the Govt. asks the Pay Commission specifically, to submit interim report, Pay Commission will not submit any recommendations on DA merger & IR.
