1.            Whether a retiring Government servant is entitled for leave encashment after retirement under the NPS?
 Answer : The benefit of encashment of leave salary is not a part of the retirement benefits admissible under Central Civil Services (Pension) Rules, 1972. It is payable in terms of CCS (Leave) Rules which will continue to be applicable to the government servants who join the government service on after 1-1-2004. Therefore, the benefit of encashment of leave salary payable to the governments/to their families on account of retirement/death will be admissible.

2.            Why is it mandatory to use 40% of pension wealth to purchase the annuity at the time of the exit (i.e. after the age of 60 years) from NPS?
 Answer :  This provision has been made in the New Pension Scheme with an intention that the retired government servants should get regular monthly income during their retired life.

3.            Whether any minimum age or minimum service is required to quit from Tier-I?
Answer :  Exit from Tier-I can only take place when an individual leaves Government service.

4.            Whether Dearness Pay is counted as basic pay for recovery of 10% for Tier-I?
 Answer :  As per the New Pension Scheme, the total Dearness Allowance is to be taken into account for working out the contributions to Tier-I. Subsequently, a part of the “Dearness Allowance” has been treated as Dearness Pay. Therefore, this should also be reckoned for the purpose of contributions.

5.            Whether contribution towards Tier-I from arrears of DA is to be deducted?
 Answer :  Yes. Since the contribution is to be worked out at 10% of (Pay+ DP+DA), it needs to be revised whenever there is any change in these elements

6.            Who will calculate the interest PAO or CPAO?
 Answer :  The PAO should calculate the interest.

7.            What happens if an employee gets transferred during the month? Which office will make deduction of Contribution?
 Answer :  As in the case of other recoveries, the recovery of contributions towards New Pension Scheme for the full month (both individual and government) will be made by the office who will draw salary for the maximum period.

8.            Whether NPA payable to medical officers will count towards ‘Pay’ for the purpose of working out contributions to NPS?
 Answer :  Yes. Ministry of Health & Family Welfare has clarified vide their O.M. no. A45012/11/97-CHS.V dated 7-4-98 that the Non-Practising Allowance shall count as ‘pay’ for all service benefits. Therefore, this will be taken into account for working out the contribution towards the New Pension Scheme.

9.            Whether a government servant who was already in service prior to 1.1.2004, if appointed in a different post under the Government of India, will be governed by the CCS (Pension) Rules or NPS?
 Answer :   In cases where Government servants apply for posts in the same or other departments and on selection they are asked to render technical resignation, the past services are counted towards pension under CCS (Pension) Rules, 1972. Since the Government servant had originally joined government service prior to 1-1-2004, he should be covered under the CCS (Pension) Rules, 1972.

Note:- The examination will be held with the aid of books approved by the department. All the questions will be objective type with four options. The candidate has to choose the correct option as per his knowledge and quote the rule from the books approved for the examination to support his/her decision.

Eligibility Criteria:- All Postal Assistants who have completed one year’s service on 30th June or 31st December of the year in which test is conducted shall be eligible to appear. Test will be conducted twice in a calendar year i.e in the month of February and August. Candidates who have completed one year’s service as on 31st December shall be eligible for appearing in the test to be held in February and those who have completed one year’s service as on 30th June shall be eligible for appearing in the test to be held in August. There will be no restriction on number of times a candidate can appear.

CENTRAL TRADE UNIONS DECIDE TO GO AHEAD WITH THE TWO DAYS STRIKE.

Cabinet Minister for Labour Shri Mallikarjun Kharge and Minister of States for Labour Shri Kodikkunnil Suresh held discussion with Central Trade Union leaders on 13.02.2013 on the Charter of Demands. Discussion failed as Government is not ready to concede the demands.

All Trade union leaders unanimously decided to go ahead with the Strike = M. Krishnan, Secretary General, NFPE.

The following Rules and Manuals are used in respect of Postal Operations and services:

1. POST OFFICE GUIDE PART-I

The Post Office Guide Part I relates to Inland Post and the information required by the public.


2. POST OFFICE GUIDE PART-II

Post office Guide part-II relates to Foreign Post.

Mails and parcels , broad delivery standards are as follows :

2 days Inter metro ( Delhi, Mumbai,Kolkatta, Chennai, Bangalore and Hyderabad.) Within city/ town / district.
3 days Inter State capitals, Within the State
3-5 days Inter State
One to two days extra for registered, insured and money order delivery.
Speed Post and Express Parcel Post are time bound; the standards will be specific to the location and time of booking.
e-Post – one day transmission between post office from where e-post was booked to the nearest e-post centre and then the delivery standards for normal mail up to destination will apply.

iMO instant transmission, payment on the spot when the receiver reaches the post office with 16 digit iMO number and photo identity.

3. POST OFFICE GUIDE PART-III

It has two volumes containing the list of Post offices.

4. POST OFFICE GUIDE PART-IV

Post office Guide Part-IV relates to Post office Savings Bank and Post office Saving Schemes.

5. POSTAL MANUAL VOLUME–I

Postal manual volume –I contains the Acts and Rules:- The Indian Post office Act 1898 The Indian Post office Rules, 1933 The Government Savings Banks Act 1873 The Post office Cash Certificates Act 1917 The Post office Savings Banks (Nomination) Rules, 1960 The Government Savings Certificates Act, 1959 The Government Savings Certificates Rules, 1960 Post Boxes order, 1956
